PARKING: Deep Creek Village (DCV) parking areas are exclusively for unit owners, renters, and guests. Each unit has designated parking spaces for two (2) vehicles. When no snow is piled in the parking areas, parking for a third vehicle per unit is available on a first-come-first-served basis in the overflow parking areas of the upper parking lot (north & south side of the entrance to DCV).  Otherwise, occupants who require more parking spaces must park off-site and arrange shuttle or to make arrangements with the occupants of other units to “borrow” unused spaces.  Vehicles in violation of these rules are subject to being towed at owner's expense, by Buddy’s Towing, 19326 Garrett Highway, Oakland. MD, 301-387-6455.  Payment for the towing expense will be required in order to reclaim the towed vehicle. 

HEATING: Heat should be left on in the units for the months of October through April in order to avoid frozen pipes.  When a unit is left unoccupied for an extended period of time, thermostats must be set at 55 degrees Fahrenheit. 

WATER: Water in a unit must be turned off year round when the unit will not be occupied for 24 hours or more.  Units without a separate shutoff valve for sprinklers are required to leave their water on but must arrange for a service to check their unit periodically.  Owners are responsible for their renters and rental agencies for compliance.  Owners whose units are not in compliance will be responsible for water damage to adjoining units.  In addition, HOA insurance claims may be denied to non-compliant owners. 

TRASH: Trash and debris of any type should be placed in a plastic bag, tied, and deposited in the dumpsters.  If the dumpster is full in the front please deposit trash in the rear of the container.  Please close the dumpster door after depositing refuse.  Tires, hot ashes, large items of furniture, and construction material are not permitted.  Large items must be taken to the Oakland landfill on Oakland Sang Run Road (3.5 miles north of Oakland).  The phone number for landfill rules and hours of operation is 301 387-0322. 

NOISE: All stereos, radios, televisions, and other sound producing devices must be turned down after 10:00 PM to a level that will not disturb neighbors.  Owners, guests, and renters are advised to exit quietly when departing before 8:00 AM.  Garrett County has a noise ordinance and violators may be reported by neighbors directly to the Garrett County Sheriff’s Department at 301-334-1911.  Local ordinances for rental units are further regulated by more stringent rules.  Contact Pat Kelly, Enforcement Officer for TVRU (Transient Vacation Rental Unit) violations, at 301 334-1920. 

GRILLS, etc: All grills, picnic tables, lawn furniture, wood, etc.,  should be stored inside or in the rear within the porch / deck area of the unit.  Any items left in front of the unit will be removed at owner's expense and placed around the back of the unit.  The use of stoves, clay chimneys, non-electric grills, or any type of fireboxes is prohibited on balconies by the MD State Fire Marshall and the Garrett County Fire Codes.  Periodic HOA inspections will be conducted for compliance in order to maintain master insurance policies without liability. 

PETS: Pets must be kept on a leash at all times.  Pet owners are responsible for cleaning up promptly after their pets and for keeping pets from violating noise restrictions described above.  Owners who do not maintain proper control of their pets may be reported to the Garrett County Sheriff’s Department at 301 334-1911 or Garrett County Animal Control at 301 334-3553.  Mistreatment of pets may be reported to the Garrett County Animal Shelter at 301 334-3553. See Pooch Policies for more details.

FIREWOOD: Firewood must be stacked neatly in the back of the unit and placed a minimum of one foot from the exterior wall within the unit’s lot.  No logs larger then 3" in diameter should be placed in the fireplace.  The fireplace flu damper must be opened when a fire is lit and should be left open until fire/embers are completely exhausted.  Do not place or throw any hot ashes outside of the unit, on the decks, or in the dumpsters.

DOCKS: The use of all dock slips is by a system established each year by the Dock Committee and approved by the Board of Directors.  Docking in a space without payment of the appropriate fee is prohibited.  All use of the docks and buffer strip must abide by the Deep Creek Lake regulations as posted by the State of Maryland. 

TRAILERS: Trailers must not be parked in the DCV parking lots or common areas.  They may be parked off-site at a launch site, marina, or other suitable facility (see the tips on www.dcvhoa.com).  Trailers parked in the DCV lot are subject to towing at owner's expense, by Buddy’s Towing, 19326 Garrett Highway, Oakland, MD, 301-387-6455.  Payment for the towing expense will be required in order to reclaim the towed trailer.
